Japanese Track and Field

This one showed up in my house. I think my mom found it somewhere. We assumed it had come back with my brother from when he studied in China for a semester, but he said not the case. One day I was picking up some free furniture at an apartment and a woman who lived in the building told me that it was actually some Japanese kanji, though she didn't know what it said. I assume its the name of the place where they held the track and field championships.
